Ho Chi Minh City Department of Home Affairs Implements Reporting on Occupational Accidents for the First Six Months of 2026

On June 6, 2026, the Ho Chi Minh City Department of Home Affairs issued Official Letter No. 10165/SNV-VLATLD regarding the submission of reports on occupational accidents for the reporting period covering the first six months of 2026 by enterprises, organizations, and individuals employing workers and having their head offices located in Ho Chi Minh City.

1. Reporting Entities

Enterprises, agencies, organizations, and individual employers with their head offices in Ho Chi Minh City are required to submit reports on occupational accidents in accordance with the Law on Occupational Safety and Hygiene and Decree No. 39/2016/ND-CP.

In addition, People's Committees of wards, communes, and Con Dao Special Administrative Zone are responsible for reporting occupational accidents and serious technical incidents causing occupational safety and hygiene risks involving workers who are engaged without labor contracts within their respective jurisdictions.

2. Reporting Methods and Submission Authorities

For enterprises and employers

Employers may choose one of the following reporting methods:

  • Submit reports online via the “Occupational Accident Database Management System of Ho Chi Minh City” at: atld-sldtbxh.tphcm.gov.vn;
  • Submit reports directly or by post to the Ho Chi Minh City Department of Home Affairs if online submission cannot be completed.

Locations for submission of hard-copy reports:

  • Main Office: 159 Pasteur Street, Xuan Hoa Ward, Ho Chi Minh City;
  • Office 2: Binh Duong Administrative Center Building, Le Loi Street, Binh Duong Ward, Ho Chi Minh City;
  • Office 3: Ba Ria - Vung Tau Administrative Center Building, No. 1 Pham Van Dong Street, Ba Ria Ward, Ho Chi Minh City.

For People's Committees of wards, communes, and Con Dao Special Administrative Zone

Reports shall be submitted through the “Document and Work Management System” of the Department of Home Affairs.

3. Reporting Deadline

  • Enterprises, agencies, organizations, and individual employers: from June 22, 2026, to before July 5, 2026.
  • People's Committees of wards, communes, and Con Dao Special Administrative Zone: before July 5, 2026.

4. Notes for Report Preparation

  • This report covers occupational accidents occurring during the first six months of 2026 (from January 1, 2026, to June 30, 2026).
  • When preparing the report, employers must provide complete information on their head office address in accordance with Ho Chi Minh City's new two-tier administrative structure, as well as the report preparer's name, contact telephone number, and email address for data management and consolidation purposes.

5. Implementation Responsibilities

The Department of Home Affairs requests relevant departments, agencies, People's Committees of wards and communes, Management Boards of Export Processing Zones, Industrial Parks, High-Tech Parks, Agricultural High-Tech Parks, state-owned corporations, and their affiliated companies to disseminate this guidance and instruct enterprises and employers under their management to submit complete and timely reports in accordance with applicable regulations.
