Implementation of Electronic Identification Code Issuance for Foreign Nationals in Dong Nai from July 1, 2025

The Dong Nai Provincial Police have announced the implementation of electronic identification code issuance for foreign nationals residing in the province, particularly those working at foreign direct investment (FDI) enterprises in the Bien Hoa Industrial Zone. This implementation is conducted in accordance with Government Decree No. 69/2024/NĐ-CP dated June 25, 2025, on electronic identification and authentication.

Time and Place of Implementation

• Time: Starting from July 1, 2025
• Location: Immigration Management Division – Dong Nai Provincial Police

Eligible Registrants

• The legal representative of an FDI enterprise who is a foreign national is required to register for a Level-2 electronic identification account. Upon registration, the representative will receive an electronic identification code and password via the VNEID application, through their registered phone number or email address, in order to activate the account.
• The legal representative of an FDI enterprise who is a Vietnamese national and already holds a Level-2 electronic identification account must log in to their VNEID account to register the organization’s identification, which is required for administrative procedures and access to electronic public services.
• Priority issuance: From July 1 to July 10, 2025, priority will be given to issuing Level-2 identification accounts to foreign nationals serving as heads of enterprises, to ensure uninterrupted business operations.
