Notice No. 8362/TB-BHXH dated October 5, 2026 of Ho Chi Minh City Social Security regarding the receipt and use of electronic social insurance books as follows:
by KMC Consulting Company Limited
1. Employers, agencies managing individuals who only participate in health insurance, and organizations supporting the development of participants (collectively referred to as “units”):
Units shall guide 100% of participants to install and register accounts on the VNeID application (Level 2) and VssID, and provide accurate personal email addresses to receive electronic social insurance books.
For participants who have not yet updated their email information, the unit shall compile and submit the information to the social insurance agency currently managing the unit under electronic dossier 608 so that it can be updated in the social insurance sector’s management software to facilitate the receipt and use of electronic social insurance books. The social insurance agency will announce when electronic social insurance books will be sent to participants’ personal email addresses once the unit has provided complete email data for each employee.
Note: The participant’s email address must be personally owned and must not be an email address provided by an organization. The participant must control their own email account and must not disclose the password to others to prevent data leakage and abuse of the social insurance fund. The management and use of electronic social insurance books in these cases must ensure compliance with regulations on the protection of state secrets in the fields of national defense, security, and social order and safety. If inaccurate email information is provided and affects the rights and benefits of participants in social insurance, health insurance, and unemployment insurance, the unit shall bear full responsibility.
2. Effective from the date this notice takes effect, the social insurance agency will issue electronic social insurance books:
Pursuant to Article 27 of the 2024 Law on Social Insurance and Article 5 of Decree No. 164/2025/ND-CP, electronic social insurance books have the same legal validity as paper social insurance books and may be used in administrative transactions, when settling social insurance, health insurance, and unemployment insurance benefits, and when transferring social insurance contribution histories between units, in cases where participants have adjustments to their participation information (such as changes to full name or date of birth), adjustments to information recorded in the book, consolidation of social insurance books, or confirmation of reserved social insurance and unemployment insurance contribution periods.
Electronic social insurance books will be sent to the electronic data repository and the VssID application, ensuring the principle that each social insurance number has only one valid electronic statement/electronic version. The validity of the previous social insurance book will be revoked or cancelled. The social insurance agency will print a paper social insurance book only upon the participant’s request.
3. Participants who have been issued electronic social insurance books:
Participants shall access the digital social insurance application (VssID) to receive and use electronic social insurance book data when conducting transactions related to contribution collection, social insurance books and cards, and the settlement of social insurance and unemployment insurance benefits. The social insurance agency will not require the submission of paper social insurance books or paper social insurance book statements in cases where electronic social insurance books have been issued under Decision No. 366/QD-BHXH.
