VNeID REGISTRATION FOR FOREIGNERS UNDER DECREE NO. 320/2026/ND-CP

On August 13, 2026, the Government issued Decree No. 320/2026/ND-CP, amending and supplementing a number of provisions of Decree No. 69/2024/ND-CP on electronic identification and authentication. Decree No. 320/2026/ND-CP takes effect from September 28, 2026, including a notable change regarding the issuance of electronic identification accounts to foreigners.

1. Foreigners are no longer required to have a temporary residence card or permanent residence card

Under the previous regulations, foreigners aged 06 years or older who wished to be issued an electronic identification account were required to have been issued a temporary residence card or permanent residence card in Vietnam.

From September 28, 2026, this requirement will be changed. Under Decree No. 320/2026/ND-CP, foreigners who legally enter Vietnam or legally reside in Vietnam may be issued an electronic identification account upon request, regardless of the level.

Therefore, foreigners are no longer required to have a temporary residence card or permanent residence card to register for VNeID. This is a notable change, particularly for foreigners entering and working in Vietnam for a short period or who have not yet been issued a temporary residence card.

2. Procedures for registering an electronic identification account

Foreigners who wish to register shall carry out the procedure at the provincial-level Immigration Management Authority under the Public Security. The basic procedure includes:

• Step 1: Present a passport or international travel document and request the issuance of an electronic identification account.
• Step 2: Provide information according to the Application Form for Issuance of an Electronic Identification Account – Form TK01, including the registered mobile subscriber number, email address (if any), and information on documents requested for integration.
• Step 3: The receiving officer enters the information into the system, collects facial images and fingerprints for authentication against the National Immigration Database, and provides guidance on installing and using the VNeID application.
• Step 4: The Immigration Management Authority sends a request for the issuance of the account to the authority responsible for managing and operating the electronic identification and authentication system.
• Step 5: The registration result is notified via the VNeID application, the registered mobile subscriber number, or the registered email address.

3. Shortened processing time

• 02 working days if facial images and fingerprints are already available in the National Immigration Database;
• 05 working days if biometric information is not yet available in the database.

The result will be notified through the national identification application, the registered mobile subscriber number, or the registered email address.

4. Documents can be integrated into VneID

Decree No. 320/2026/ND-CP allows certain documents of foreigners to be integrated into the national identification application, including ordinary passports, visas, visa exemption certificates, temporary residence cards, and permanent residence cards.

Once the information and documents have been integrated in accordance with regulations, the use of electronic data helps reduce the requirement to resubmit documents for which integrated data is already available during the performance of procedures.
